Dual Sapphire R9 290X 8gb or Dual 980s?

 One 4k display.

AMD has proven to be better at higher resolutions but the 980 has lots less power draw, less heat output, has MFAA and you don't need the 8GB. Even with 11320x1440 LMG was only able to creates 2-3 scenario's where more than 4GB of VRAM was needed.

What resolution are you playing at?

I'd go for two 980s on a single 4k display.

The 980 is better at 4k, but... in the future you may need the extra vram. Currently I don't think there's a single game that will use more than 4GB of Vram at 4k. 

If you can I'd wait for the 390(x) to come out, but if you really want it now, the 980s may be the better option for gaming right now.
