Splash screen reboot loop

1TB WD Blue 7200rpm SATA HDD

450 watt psu

Win 7 64 bit

In advance, I apologize for any grammar mistakes as I'm on a phone.

I just finished a new build, was able to install windows just fine, but once it reaches desktop after the installation, it automatically shuts itself down after about 3 seconds then starts a reboot loop at the splash screen. I.e. it gets to the splash screen, goes black after about 1 secound, and repeats. I checked the bios and the cpu wasn't supported by the current version, so I flashed the bios to the newest version which does. Still nothing. I tried swapping memory to a known good stick, and still nothing, as well as trying another slot.

The only thing I can think of is potentially an incompatibility issue with perhaps the memory or the HDD. Or could it be some clocking issue in the BIOS?

Are you reusing an HDD from a previous build?

No, it's a new HDD

what power supply you got?

Just a cheap one that came with the case.

Ultra X-Blaster V2 Case w/450W PSU

I thought it might have been the PSU if it weren't for the fact this isn't the the first time I've had issues with gigabyte mobo's

Do you not have another PSU because that power supply is probably poop

I do, and I'll give it a shot, but like I said, this isn't the first time I've had issues with gigabyte mobo's.

It's not the PSU, or at least it's something else. Last time this happened was a compatibility issue between the mobo and an ssd for another build.
