CPU - It's better than the 4690k and I had left over budget.
Cooler - 280MM AIO with RGB lighting
Mobo - Z97 geen boards are not longer and by now the boards being shipped will have a supporting BIOS
RAM - Granted not the nicest looking RAM but it fits the colours.
SSD - I've found these to be very reliable plus they're green and will be on display, chose two for raid 0 as it'd look silly with only one.
HDD - 4TB is enough for most people and I wanted to go with a high end option.
GPU - These are the reference designed 980's  so have the top green LED's and it's a more than adequate cooler.
Case - The H440 is a great case and the Razer version also adds to the green Nvidia feel of the build.
PSU - Cheap, good quality and colour doesn't matter since it's hidden.
Monitor - It's 1440P and 144Hz what else is there to say?
Fans - Green and while not the best they're very solid and quiet
Keyboard - Green Backlit, high quality, switch is personal preference
Mouse - High grade optical mouse with green lighting
Headphones - Very solid headphones and they're green

Refrence 980's and a 4k g-sync monitor. What else of pc parts you need? Paint the thermal armor acid green and you're set! In the start I was going with a m.2 ssd but it doesn't fit in the case :C

Justification:

Basically this is for a gamer who wants 1440p surround with g-sync. 

I tried to go for a green/black/white scheme. Just turn off the red under glow on the monitor.

1440p surround is only 33% harder to run than a single 4k panel so dialing the settings down just a little will get you there. g-sync enables smoothness at 45 fps so I am not that concerned with the ability of the 980 to drive it.

The CPU/mobo/ram/cooler were fairly standard and good bang for the buck. Plus It matches the color scheme of the build pretty well.

The case just has the basic necessities. PSU as well.

Audio setup is fairly good as well. Better than most gaming headsets.

The only place I really skimped was the keyboard and mouse. I mean its backlit and gets the job done. It isn't top of the line mechanical or anything but its fine for a gamer. It can be upgraded in the future for fairly cheap.

 

Edit: My build provides more screen real estate than any other solution short of 4k surround.

For this build, with such a generous budget of $4,000 USD. I went with a Intel X99 which features a Intel Core i7 5820K with 6 cores and 12 threads of computing power.

The board is a MSI X99S XPower AC, which is MSI's top of the line board designed specifically for OC in mind. It support 3 or 4 way GPU SLI or CFX (depending on CPU) has M.2, SATA Express, Wifi, and BT.

Pair up with that we have some Corsair 16GB DDR4 ram in quad channel running at 2400MHz

Next are a pair of reference design GTX 980 by Evga. The reference design has blower style cooler so hot air is exhausted out of the case through the GPU's exhaust vents.

Storage comes with a Intel 730 at 240GB which is Intel's best consumer based SSD with a 5 year warranty. And for storage is a Seagate 2TB.

Case is a Phantek Enthoo Luxe, it's picked for its LED light strips as there aren't many cases with a black and yellow design. The LED light stripe which can be changed to yellow makes up for it as it matches the theme of the motherboard

Asus ROG Swift supports G-Sync, runs at 144Hz and has a resolution of 2560x1440. Now some might think, why not get a Z97 and get 3 of these ROG Swift. IMO the performance of a machine is more important than having a triple monitor setup.

Corsair RGB keyboard and RGB mouse which can also adjust to match the color of this theme build

SteelSeries Siberia v2 headset in black and yellow to match it as well

A Nvidia 2-Way Spaced SLI bridge, with Nvidia LED logo to make it look nice, and it goes well with them reference design graphic cards

This build was suppose to have a Nvidia color theme, but there are none of that for the X99, so I went with black/yellow instead of black/red or black/white.

A PC for the extreme gamer, who also renders his gameplay recordings.

 

I had money left over for the i7, so this is definitely going to make editing and rendering way easier, along with the 16GB RAM.

Two 144Hz 24" 1ms G-Sync monitors from AOC with a nice Black/Green colour scheme, and a 27" IPS screen for desktop, movies etc.

There is a Ducky keyboard with green backlighting and Cherry MX Blacks, which makes rapid inputs for gaming very pleasant, a mouse with customizable LEDs, and a Razer Kraken 7.1 surround headset, to go with the Black/Green Razer/Nvidia theme going on.

Pretty much all components inside are stealthed, with 6 green LED fans lighting it up inside.
