Just came across this beast! 
 
Its a power module with integrated 8 phase , able to output current up to 500A  ( 4 x 8 pin ) attached to the graphic card.

* Single 8-phase output
* Output voltage 0-2.5V
* Output current up to 500A
* On-board voltage control/monitoring
* 6x Hotwire connectors for auxillary VRM's
* Firmware upgradable

Current functionality (FW v0002)

* Output voltage offset switches (+0.4V, +0.3V, +0.2V, +0.1V)
* Safety switch (limits output voltage to maximum 1.4V)
* Output current monitoring
* VRM temperature monitoring
* Load-line calibration (0%, 60%, 80%, 100%)
* Hotwire setting/monitoring

EVGA have a similar thing called the EPOWER board.

Up to 100A more power. Most likely operating at 400A just like EPOWER. Peaks at 500A though.

What exactly is this (legitimately) useful for?

K|NGP|N and other notable overclockers might use cards like this in order to provide more power to the GPU. This is especially useful when setting world records when LN2 or DICE is used. These cards require them to be soldered onto the GPUs own VRM area. These cards are able to provide serious amounts of power, easily exceeding 600W on a single card. 

 

The EPOWER board (EVGA) first came into production when the GTX 680 Classified was produced AFAIK. It can be soldered onto any GPU as long as it has the correct BIOS. 

 

And of course, these are definitely not for the average user.

Also i think Maxwell got the same treatment and so will Big Daddy Maxwell.
