Annoying noise coming from PC when monitor is on

When the PC is on but the monitor is turned off, it's fine.  But when I turn on the monitor I start hearing an annoying repetitive sound that's just loud enough to give me a headache and annoy the hell out of me.  Any ideas?  

 

CPU: Intel - Core i7-8700k

Motherboard: MSI - MPG Z390 GAMING PRO CARBON

GPU Coil whine?

Someone told Luke and Linus at CES 2017 to "Unban the legend known as Jerakl" and that's about all I've got going for me. (It didn't work)

It's either your GPU or your monitor.

Stick your face next to either one of them when you turn your monitor on to figure out which one it is.

When you say repetitive, do you mean a constant buzzing or humming tone?

It comes from inside the case.  And yes it is constant.  I guess I'll have to RMA my r9 280? D:

make sure it's not your monitor

and odds are you will be refused RMA, since it's technically in working order. Coil whine is usually not an acceptable reason to RMA.
