Mic & Sound effects - Possible?

Hi, id firstly like to state, im not the most understanding guy when it comes to audio tech, computer tech is more my cup of tea, so go easy on me with all the fancy audio code signs there are out there  ;) 

I've been wondering for a while now whether or not its possible to talk in game on a game that allows voice chat, or evens just a VoIP like Skype, if its possible that one can talk on a mic, but play sound effects that the people your talking to can hear, sorta like sterio mix, without turning off any other recording devices and other unneeded sounds. I hope you guys understand what im trying to say.

The Roccat Kave XTD 5.1 can do this it has a built in voice changer in it's in-line sound card thingy. Check out Jay's video below.

Thats an awesome headset and has a tonne of features but its not quite got the feature i'd like in it.

While im gaming i'd like to be able to talk to the other players via the voice chat through my mic, you know, using my actual voice, and say someone else says something that really crosses the line or breaks the mood, then i'd like to use this sound effect : 

: but for everybody to be able to hear it, not just me.

On Teamspeak there is a soundboard plug-in that allows you to play sounds without switching inputs. Is that what you're taking about?

Yes, I just tested out the teamspeak one and thats the exact type of thing im talking about. Is it possible in a VoIP or ingame chat? Would one perhaps need something like a soundcard or external soundboard? I'd love to know, this is fun :)
