Best Budget monitor

I am looking for the best gaming monitor that has 1ms response time or 2ms and 120/144hz for under 200$.

The response time spec is mostly bull due to lack of regulation of how it is measured--Ignore it.

120/144hz at the cost of worse colors isn't really worth it at <$200.
