Is Steam Being Throttled Somehow?

So I have run multiple speedtests, all reporting ~20mbps down, ~5mbps up.  I never drop below 15 down.  So why is it that whenever I download things on Steam, it never breaches ~2.5mbps?  Does anyone have any ideas?  Thanks!

Steam download is measured in Megabytes your internet is measured in Megabits. so 8 bits = a bye. 20 / 8 = 2.5

Fun fact time!

You may be paying for 50mbps, but your ISP doesn't need to actually meet that. They just need to meet atleast 30% of it. (did IT work for an ISP) So in all actuality, you're getting what you pay for (so to speak).

Err, depends on the laws in the country. Chorus here in NZ need to meet 256Kbps I believe, when ADSL can get up to 24Mbps.

Fibre circuits have requirements too! 2.5/2.5Mbps on default circuits. You can purchase higher, but you know, price hike.

Essentially, unless you have an SLA, there's no requirements. You just get shitty users.
