Does anybody know where I can get a really cheap, NA, Wii u.  i don't care if it is used or not but it has to work, and include the gamepad for less than 200$.

I have NFI about US prices and deals... but what I do know is that there are some pretty awesome bundles going around. Take that into account when you look at prices and you should easily be able to find something in that sort of price bracket.
