Win 8.1 vs Chrome OS on cheap laptops

So I came across this black Friday sale and was wondering if it's a better alternative to a Chromebook (of the same price). The extra software options Windows provides is a hard thing to pass on but are they optimized enough for this low end hardware? This CNET article doesn't seem convinced that Windows is the clear cut way to go.

 

Does Windows 8.1 run fine on this low end hardware? Or is it better to stick with Chrome OS?

Chrome, i have a beefy pc, and with word online, its all good.

If you just want to browse the web, get a chromebook. If you want to do anything else, get a windows machine.

I saw one bit cheaper than that one you posted, with BayTrail quad-core with up to 12 hours of battery. In my opinion, this one is the best one you can buy.

Dang, it looks like it's $250 for us Canadians. Still think it's a better buy even at that price?
