I dont understand speed fan..

My CPU fan throttles alot. I know my fan is bad and  I cant manually control it in my bios. But speed fan confuses me. Im trying to control the fan thats at like 3500 rpm

 

Where do I go to change it.... Im pretty sure I have a fan on my GPU and a fan in the back for the cpu.  but speed fan gives me so many numbers ahhh ??????

I just check speed fan and it says my mother board isnt compatible  (System Model GA-78LMT-USB3) also I went to my bios and it wont let me change the speed  :C here are some pics
