how to clean off thermal paste without isopropyl alcohol

I can't seem to find isopropyl acohol in my country(indonesia) all i can find is either alcohol swabs or 70% ethanol alcohol will that work?

Meths works fine - it's what most PC stores use as it's pretty cheap.

if you are extremely tight on budget, do not know where to get any of the above, or just lazy to buy them, you could steal Nail Polish Remover from your sister/mom

 It is not perfect, but can help big way to remove the thermal paste

Methylated spirits, turpentine substance or nail varnish remover. All work just as good as alcohol.

A basic alcohol pad and toilet paper works. It's what I use all the time and never had an issue.

Use coffee filters and your favorite cleaner...they are naturally lint free.
