A program or anything. I guess it does not work for the most phones.

Not like that of course. @720p at 30 fps thats what it can. Can we make it @240p at 60 fps, like this for example

That might be a built in feature of your specific phone. You'll have to research. 

 

Like the iPhone 6, 60fps@1080p, but I think 120fps @720p

i think on phones that only in the slowmo mode i know my phone lowers quality to get a faster FPS
