Photoshop budget PC. Laptop Vs Desktop. Is it possible?

Hey guys! My younger sister has just started college and is looking for a new laptop that can run photoshop well on a budget, around $600. However, I think that she can get a better desktop for that price. Mobility isn't a major issue, so I'm just looking at raw performance, but not being a photographer or using photo editing software very often I'm not entirely sure where I should be putting the specs. At the moment I have-

 

i5-3330 (3GHz)

Gigabyte GA-H61N motherboard

8Gb HyperX

1TB Barracuda

Bitfenix Prodigy mITX

500W Corsair PSU

 

Don't need peripherals, and I'm working on the assumption that a dedicated graphics card isn't going to be vital here. However, like I say- not really my area of expertise, so fell free to offer suggestions!

This is my build, I do quite a bit of CS6 work never found anything I can't do involving Photoshop. Someone may have a better suggestion for the price, though. Maybe replace the CPU and GPU with an APU, but I don't know if they're good for 3D work.
