Hello. I am new to PC building and I was wondering. If I use AMD GPU with Intel CPU will one of them underperform?

No, that has nothing to do with it. In fact, some tests have shown that nVidia GPUs perform better on AMD CPUs than comparable AMD offerings

Sorry I can't find a link but I think it was on kitguru a couple months ago, but the gist of it was AMD cards required more CPU horses to achieve their full potential, and since Intel has better single thread performance, AMD cards would perform better on Intel. nVidia cards don't require as much CPU power so perform better on AMD CPUs.
