GPU lag issue on desktop

So i have a GTX 460, it's not a particularly powerful card by any means anymore but it shoudl be way more than powerful enough for desktop use and even some heavy desktop use but I am having issues with frame rates dropping while I'm on the desktop. Currently I have Chrome and Foobar open and my scrolling in Chrome is laggy and my visualizer in foobar is dropping frames. I don't know why and its been happening for a few days.

 

Also my GPU isn't stable anymore when overclocked.

 

EDIT: Apparently closing Chrome fixes it but sometimes it happens when chrome is not open too.

underclock slightly and add volts and power also check cable connections are you on dvi vga hdmi or displayport

DVI and running at stock settings I'm not getting any artifacts or anything.

Maybe 40c when idle and around 65-70 at full load.

have you tried overvolting at stock

No but I don't see why that would change anything.

just try it it can sho light instability from degradation and heat like that at stock

Alright. Also i ahve been running a nearly 21% overclock with more voltage then i was originally allowed to put for nearly 2 years so i'm pretty sure my GPU has degraded a bit.

I'll just give my GPU an extra 50mv from stock settings and see where that goes.

also chrome uses gpu acceleration via flash

When you have multiple windows open and are experiencing lag, what is your "GPU usage" percentage?  CPU usage?  Initially I'm more inclined to think the GPU isn't the culprit.  Aside from being an older GPU, are there other reasons you suspect it?
