How do you define "safe temps" by that I mean your ok with it running 24/7 without worrying

This completely varies by the brand and type of GPU/CPU.

 

For example, intel CPUs are fine up to 90-95C, but AMD CPUs are only fine up to 62C.

The ranges are too large, and you're not taking AMD vs Intel into account, since Intel chips have a higher TCase (max IHS temp) than AMD chips. AMD suggest 62C for most of their CPUs, Intel suggest 74.04C. And GPUs vary depending on core.

What do you mean how so? He just told you. AMD CPUs have lower safe temps then Intel CPUs, but their GPUs have higher safe temps then Nvidia.

"Safe temps" is a bit vague, did you mean "Maximum safe temps"? I'm sure 10°C would be "safe", but not very realistic.

 

I kind of took this as more of.. "Where would you like your CPU and GPU to be at" rather than, "At what point will they explode". This will obviously depend on peoples cooling environment.

 

My 780s with a large OC become unstable at >55°C, so for me, I call <50°C safe.

gpu should hover around 65 at max and cpus should stay below 50, its winter right now so sub zero isn't hard to get on air, if I were to do liquid it'd freeze after the window would be open for a while. last time my glass of water froze, mind you there was only about a centimeter of water in it

I do have heating, I just shut off the furnace when I was overclocking that time with the window open. I didn't want to take my pc to the garage

because I don't like my furnace working while the window is open and its at least -20 outside, I turn it on after I closed the window, don't you?

My window is always open. Helps regulate the temperature and keeps the air fresh. Well as fresh as you can get in a city anyways.

I only open it in cold temps while overclocking, other than that it remains closed, id rather oc in -20 than 23 ambient temps

but wouldnt you want it to be the normal temp so you know if its stable at what the temp usually would be

Generally, though not as open. It's closed when I sleep, and when it's windy.

 

My window is in one corner of my room, and my heat vent and PC are in the opposite one. So it's usually not all that cold for me, just pleasantly cool. If it's windy it can get quite cold though.

only when I want to know what my absolute limit is, my normal oc is done at normal temps though

Safe under full stress or safe under normal load... Good thing your range almost fits both for me. 60C normal for CPU, 85-87C full stress. 75C for GPU, 90C under full stress.
