IPS display means good quality?

So i need a cheap LCD to replace my broken monitor until i get enough money for a better one and I wanted to know how the quality of IPS panels changes as the price gets lower. I'm looking at a 1600x900 IPS monitor for 80$ and I wanted to know how accurate can i expect the colour to be?

 

I'm pretty sure its not using a nice 8-Bit Panel or processor so I don't think it's going to look as nice as a high end IPS monitor but i've currently only used a TN monitor and the only IPS display i have ever seen was on a iPhone.

I think the display will keep standard Dell Quality == Good quality. The low price is because of the (lack of) resolution of the screen. If that's not a concern of   yours, I don't see any reasons not to buy the monitor.

It will be decent.  There are such things as cheap IPS displays but even those have acceptable image, nowhere near the cheap TN panels that literally hurt my eyes to use.  If anything about that panel is going to be bad, it's most likely going to be black levels/backlight bleed.  That's usually the first thing to go when IPS panels get cheaper.
