Steam Family Share not showing library on other computer.

Hi! I got my sister's gaming PC upgraded and now she's ready to really play games. The problem is, however, she needed to install steam. After installation, I went through the usual steam>settings>family and authorized her account to sharing. But the problem is, her account isn't showing my library even after restarting steam, and logging into my steam on her computer though my library shows up when I'm signed in on it but it won't show any of my games on her account once she signs back in.

 

I had this working before on my mom's laptop just fine.
 

tl;dr: why isn't my library of games showing up on hers, even though I authorized her to see them?

Check to see if you authorized her to see yours and you to see hers.

Check to see if you authorized her to see yours and you to see hers.

I have, I can see hers just fine, but she can't see mine.

It also, out of nowhere, ran into the issue of randomly cancelling/pausing downloads.
