Would I get better performance with a cheap water cooler like the Cooler Master Seidon 120V or with a air cooler for the same price?

air cooler at that price and it is ore reliable and quieter

Yea my thing about that is its refurbished.

they use to be 69 but at 44 its a no brainier ( note the fans are loud i would put aftermarket Pressure optimized fans on it)

The phanteks cooler is a good choice I have the 14 variant, the 140 fans are loud however. You've settled for the Corsair anyway so it's irrelevant haha. What are you cooling?

One thing to consider with watercoolers is that the radiator parts of the heatsink are firmly connected to the case. One thing I am always worried about with air coolers is the weight being supported by the motherboard. In my case, I travel alot and bring my desktop around. I used to worry that my big fat aircooler would break my motherboard.
