Do not go R9 290. Go GTX 970. Heat is already an issue in ITX cases so go Maxwell. As for the PSU go EVGA G2 750W. It has an ECO mode to delay when the fan goes on. Those are the only changes though, the rest looks solid

RIG: I7-4790k @ 4.5GHz | MSI Z97S SLI Plus | 12GB Geil Dragon RAM 1333MHz | Gigabyte G1 Gaming GTX 970 (1550MHz core/7800MHz memory) @ +18mV(Maxed out at 1650/7800 so far) | Corsair RM750 | Samsung 840 EVO 120GB, 1TB Seagate Barracuda | Fractal Design Arc Midi R2 (Closed) | Sound Blaster Z                                                                                                                        Getting: Noctua NH-D15 | Possible 250GB Samsung 850 Evo                                                                                        Need a console killer that actually shits on every console? Here you go (No MIR/Promo)

This is why you should not get an FX CPU for ANY scenario other than rendering on a budget http://linustechtips.com/main/topic/286142-fx-8350-r9-290-psu-requirements/?p=3892901 http://linustechtips.com/main/topic/266481-an-issue-with-people-bashing-the-fx-cpus/?p=3620861

the R9 290 has good cooling from the reviews ive seen, and the 970s are to thick for this case, but I will change the psu

R9 290 and "silence" don't fit in the same sentence ^^ (I own one, it's not THAT noisy but if you really care for silence it's not for you). Also, a liquid cooler will likely perform a lot better than what you chose and be just as silent if not more when not under load (and it will only go under load with some decent oc). Don't bother with extra fans, you don't need them atm (unless you are willing to spend more than your budget for them).

I don't have space for a liquid cooler in this particular case, and i'll drop the fans
