VLC Streamer. I've beta tested for Hobbyist Software for a while and have found it works well. However, it is a paid solution(I believe they have free versions of it though).

Edit: my option is only useful for streaming videos. Nothing more.

Share the folders over the network and use ES File Explorer assuming of course you have android, for IOS not sure.

Personally I have 2 ways of doing this, but neither of them are ideal in my opinion. The easy one is setting up plex on the PC, then using something like BubbleUPnP on your device(Bubble for Android, MediaConnect for iOS, or Smart Player for Window Phone). While Plex is great for streaming videos, music, and photos, those are the only things that it can stream, so no documents, random files, etc. Also Plex isn't easy on your PC CPU, but that might not matter.

My other solution is setting up FTP on your PC and just using a FTP client on your phone. I use Filezilla for the "server", and while it works great, it can be a pain to set up at times. For Android, you can use ES File Explorer to view the files and MX Player to actually stream them. Its pretty seamless once you have MX Player set up as the default player for media. For iOS, the only FTP client I have tried was FTPManager Free, but I only used it for music(which it worked good for that), but I haven't used it for photos or video(so who knows how well it works with those). If you have a Windows Phone FTP just won't work.

FTP will give you the best flexability since its for any file type, but its not meant for streaming so there might be some times where it refuses to stream media(VLC on windows for example, it only "sometimes" works). Plex works really good for streaming, but its buggy and UPnP can be dumb at times.

KMPlayer

Install the "Connect" software for the PC. And then download the mobile app for whichever device. You can then link it with your PC for viewing your movie library on your handheld device.

I never tried it but it does look half way decent.

Edit: Tried it and I actually like it better than MX Player (that's saying something).

Install a media server program on your pc (I'm using serviio for a while and it works great), and then get a player on your android device that can use DLNA or UPnP (like bubbleUPnP) to browse the shared folders and play the files.

Edit: Serviio has an android app as well, but it requires the PRO (= paid) version of the server.

This is being typed on my android tablet excuse any mistakes in spelling or grammar. I personally just have a FTP server setup and a media server and a BubbleUPnP server installed on my PC. Bubble is good because it can transcode media to an alternate player like MX Player, BSPlayer or my Chromecast. Allowing it to play many more codec's and file types that Android and Chromecast just can't support. The BubbleUPnP APP on my android lets you setup and tweak everything and even let's you use alternate file sources like Http links incase you have something on your dropbox or another place where you store videos and pictures. App's like "ES file explorer" lets me connect to my ftp server and grab video any video files i have stored and throws them to Bubble so i can use them. Also remember this can work on LAN or the INTERNET, so you can watch a show or something in between work breaks and not worry about if your device can or cannot play them because bubble will transcode it for you. Any who......

PC Software:

FileZilla ftp server

BubbleUPnP server

Android Apps:

BubbleUPnP

MXPlayer or BSPlayer (I use both)

ES file explorer
