Does this: http://www.bhphotovideo.com/c/product/1044820-REG/blackmagic_design_teranexexp12gdl_teranex_express.html actually convert SD video to full res 4k?

It sounds like it does, but I didn't think it was possible to do so...

Yes but only through interpolation, it will up the resolution but quality will remain the same

 

Also you can upres video anyway really easily and have always been able to

Keep quality yes, but not upscale quality

 

1080p video will still be 1080p video, but it means you can slice it into a 4k stream without having to mess around, so switching between a 1080p camera and a 4k camera

Guess the only use is if you don't have all of the same camera's, as there switchers are very specific. Or for different resolutions of streams going out...

Yeah, thats basically what its for, lets say you were filming a football match, and the close up cameras were 4k and the overview cameras were 1080p, but the stream was going out in 4k, the 1080p footage would have to be upscaled to 4k, otherwise it would be blurry on the broadcast, or would only fill like 1/4 of the screen
