Yes. It's pretty common for a graphics card to be able to oc to match the next card up at stock.

Is it possible to overclock this card so that it gets the same performance as a 280x? Also, after overclocking it will i be able to play at 1440p at more than 30fps in games like bf4?

It will come near but due to the fact that the 280x has more stream processors you need a damn good OC on the 280 to match the 280X

7950 owner with heavy overclock. It gets within 5-10% of a 280x. As for 1440p, take a look at this. Keep in mind that these are averages though and not minimum framerates.
