The pcpartpicker link you posted is broken. 

I'm doing a PC part picker build and I've been trying to keep it cheap. I want an SSD as a boot drive and maybe put some applications on it, but mainly a boot drive. Sub-$100 is optimal with a storage minimum of however big Win 8.1 is.

I would've said the 128GB Samsung 840 EVO, although I think the 850 EVO is coming out soon. So it'd probably be best to wait for that. ;)

All depends on current sale. There is no go to ssd that's the best budget SSD, it all depends on current rebates and whatnot.
