What is bottlenecking this GPU

So my brothers PC has some issues with the video card.

If we run valley benchmark on his pc he gets +/-40fps with an AMD HD7990 6gb

 

Now in my PC a GTX780 can do on the valley benchmark +/- 60FPS

 

The PC-specs of my brother:

His CPU is a AMD FX-8150

What i did notice though is that the GPU do some strange things in activity. It goes up and down like a madman.

I also know AMD can be quite finicky with all the Metro games.

Its not the CPU it was around 30C

Temps seem fine. Not sure if it's the video or if it did that while the benchmark was running but seems it like it had artifacts.

Drivers can have an impact on GPU performance. Try uninstalling and reinstalling or updating to the current or beta driver and see if anything improves.

Its the video quality :) The bench looked fine :)
