It might not be a fun thing to hear, but for a very low budget it's generally much better to buy a prebuilt. You'll get a better value for the money than building it yourself at a low price range.

Why an expensive Lian Li case if it is just for regular use by family? it is nearly the price of the CPU plus the fact that either you waste less money on it or use the saved money on a something else.

Get something like AMD A10-7700k. For the mobo choose something with a lot of SATA ports for mass storage, something like the Gigabyte GA-F2A88X-D3H. Choose a CPU cooler for cool and quiet operation (the 7700k is also overclockable, so you can play with it too.), nothing too fancy like the Zalman CNPS10X Optima, the NZXT Respire T40, Cooler Master Hyper 212 Evo, Deepcool Gammaxx 300/400. Get whatever happens to be cheapest.

For the RAM, 4GB will probably be more than enough, although the internal GPU relies on the system RAM for it's video output, so choose whatever is both high speed and cheap, go 8gb if it proves to be an acceptable price. For an SSD for fast boot and some applications choose something good and cheap like the Crucial MX100 or M500, 120gb to 256gb should be great. For mass storage HDD's, Seagate Barracudas or WD Blues/Blacks, get the capacity you want.

For a case something both with good airflow and quiet. The Zalman Z3 Plus is a good choice, Cooler Master N400 is cheap and cheerful, Corsair 200r is also cheap and cheerful. Make sure to check how many fans the case comes with and how many more mounts there are, adding in a few extra fans and controlling them with PWM headers is a great way of keeping temps down and airflow reasonable. Keeps it nice and quiet. For a PSU, CX430m or something else that's low power and low cost, but also comes from a reputable brand. Antec, be quiet!, Cooler Master, Corsair, Enermax, EVGA, Fractal Design, FSP, NZXT, OCZ, Seasonic, Silverstone, Super Flower, Thermaltake, XFX and Zalman are all quite reputable.

Here's a rough price on the sort of thing you can expect to find, American prices but you can convert it into Norwegian Kr to get a good idea of the final cost:

CPU: AMD A10-7700K 3.4GHz Quad-Core Processor  ($134.98 @ SuperBiiz)
CPU Cooler: Zalman CNPS10X OPTIMA CPU Cooler  ($19.99 @ Newegg)
Motherboard: Gigabyte GA-F2A88X-D3H ATX FM2+ Motherboard  ($67.49 @ Newegg)
Memory: Team Vulcan 8GB (2 x 4GB) DDR3-2133 Memory  ($70.99 @ Newegg)
Storage: Crucial MX100 256GB 2.5" Solid State Drive  ($109.97 @ SuperBiiz)
Case: Corsair 200R ATX Mid Tower Case  ($44.99 @ Amazon)
Case Fan: Arctic Cooling Arctic F12 74.0 CFM 120mm  Fan  ($3.56 @ NCIX US)
Case Fan: Arctic Cooling Arctic F12 74.0 CFM 120mm  Fan  ($3.56 @ NCIX US)
Case Fan: Arctic Cooling Arctic F12 74.0 CFM 120mm  Fan  ($3.56 @ NCIX US)
Total: $559.08

No, not really. You can get better than a prebuilt in whatever price range.

@sigge300 I'll make you a build soon :)

maybe if you go around doing illegal crap like pirating windows. Otherwise hell no, for a cheap build especially in a place like norway where components are expensive it would be nearly impossible to have a cheaper DIY pc than a prebuilt.

Linux is not illegal and it's free... not to mention lighter, more stable and more open than windows... idk about Norway, but where I live it makes next to no sense to buy a prebuilt.

yeah, let's expect his parents to use ubuntu...

If his parents are already having tons of problems and if they're like most parents, chances are windows is already hard enough for them to use and the last thing the OP wants is to do tech support because they don't understand how to use even the simplest distros such as ubuntu

@sigge300 here's my suggestion:

http://pcpartpicker.com/p/M8b499 it mounts an ssd (which is a huge game changer for this kind of build) and still offers decent quality componentry.

You could probably spend even less, but I don't recommend sparing further as it would mean compromising stability and reliability of the system.

ubuntu is easier to use than windows in a lot of scenarios. It's not like they have to install from command line or anything. Not tech-savvy doesn't mean stupid. I bet it would only take them a couple of days to learn how to do what they need and they'd be happy to save one third of the price of their pc just by adapting to a slightly different system.

-edit-

for example my mother, which is as ignorant about pcs as they get, had no problems using ubuntu for a full month while her regular desktop was being repaired.

Why not swap out the extra cost for Intel processors and get a WD red storage drive?

15 4670K, Hyper TX3 Evo, MSI - Z97 GD-65, GTX 750ti, 8Gb Ripjaws G.Skill, Graphite 230T

No no no no no... Just no... Please! For God sake of future! DO NOT PUT SSD IN YOUR PARENTS BUILD!

OK sorry for caps... But seriously... Ssd boot drive is too much user dependant (user pretty much needs to put all files and non-essential softwares on other drive which is too much for a parent that need you to be fixing their computer) really... Just don't. Trust me... I've learned it hard way... Soon enough they gonna complain there is not enough space and then they start randomly deleting stuff corrupting the system and in the end you end up formating the whole thing...

Just don't... Get an wd black for performance and reliability. It will also save money for something else... Like an ice cream (in Norway a cone of ice cream costs around 5 euros lol... And that's a cheap one)

PLEASE QUOTE OR TAG (WITH @) ME IF YOU REALLY REALLY REALLY WANT ME TO REPLY!!!!!!!

Also if your issue is solved don't forget to mark the thread as solved!
Peace!!! from a random person in the tech's god forsaken land (named Finland or as I like to call it sarcastically FUNland)

well they already use a multi drive/partitions system

so that wont be any different for them

give it a thought though, it really boosts the performance of these low-end systems.
