giving amount of mbps to a pc

Hi, my ping is always high when I play league, I have 3mbps Im thinking of giving a pc a certain amount of internet speed like 1 so I could I could use the extra 2 mbps to play my router is a TP-Link WR740N v1/v2 anyone can help me?

what's your upload speed?

what server are you connecting to?

upload is 1.12 mbps 

what do you mean with server?

if its this server, Angeles hosted by comclark (ph)

Are you close to where the server is hosted?

Are you connected to your internet via wi-fi or ethernet?

Im so close to the server hosted, im connected via Wi-Fi since the router is in another room
