I will be gaming with it, possibly steaming, rendering 3D and video, and I will be programming software and games. In terms of games I play, Arma2&3, Dota 2, Minecraft, Civ V, Skyrim (heavily modded), Borderlands 2, CS:GO, DiRT Rally Racing series, amongst older games like Wolfenstein, Unreal Tournament, Quake, Half Life.

None of these games need anywhere near the performance on a 5960x/5930k or even a 5820k.

but because you're rendering 3D/video and streaming get a 5820k.

Computing enthusiast.
I use to be able to input a cheat code now I've got to input a credit card - Total Biscuit

For the $4000 range, this is what i would recommend this as it uses the motherboard and ram you chose, and a psu that has the capacity to support 2 r9 295x2's. with extra money spent on whatever fans you need. http://pcpartpicker.com/p/9qm9RB

For the $7000 range, this is what i would recommend as this is the best i could do without going down in price to performance ratio too steeply .  http://pcpartpicker.com/p/WN69RB with money for a custom water cooling loop for the cpu as both gpu's are water cooled  out of the box.
