Palit GTX 770 4GB Jetstream performance problem

I'm getting terrible gaming performance with my GeForce GTX 770. When playing Arma 3 at 1440p for example, on a good day I got 45 fps on very high settings. Most of the time, though, I Get less than 20 fps.

Until recently, it fixed itself from time to time with a reboot, but now even that doesn't help.

I've done virus scans, reinstalled the Nvidia drivers, unistalled some (possibly) interfering drivers --->https://forums.geforce.com/default/topic/548957/geforce-700-600-series/gtx-770-stuttering-issues-underperforming/post/3988881/#3988881,

and checked I have the latest BIOS. I don't know what more to look for.

Intel Core i7 4790k 4.0 GHz

Palit GeForce GTX 770 Jetstream 4 GB

16 GB (2x8 GB) Kingston HyperX Fury 1866 MHz

Asus Z97-AR

Silverstone 750W Strider Plus 80 Plus Silver

Windows 8.1 64 bit

AOC Q2770PQU 2560 x 1440 monitor

Is it just ArmA where you get problems?
