Purchase the appropriate cables as necessary. Been searching for quite a bit, and most of the responses lead to one of these.

Well, what you are asking is to convert the analog signal to a digital signal. This cannot be done with a simple cable and thus will require dedicated hardware. It is up to you as to whether or not this is something to invest in.

Maybe call your ISP if you are able to get a newer model if you are renting it which has digital outputs.

Your monitor should be able to pick up the sound that comes through via HDMI. Especially if it has speakers.

The speakers are no good though, so I recommend hooking up some of you own (mine has a 3.5mm port so you can do that)

As @HeathCliff pointed out you cannot connect SCART to HDMI directly. SCART carries alalogue video and audio signals and can use RBG and composite video. HDMI uses fully digital signals for both video and audio, so there is no SCART to HDMI cable that will work. In order to connect these you will need a dedicated IC to translate the analogue singal to a digital signal that can be used with HDMI. The one that @HeathCliff recommended should work, but they are all relatively expensive.

You may be able to connect the set top box through a SCART to VGA cable, as both SCART and VGA use analogue singals that include RBG. This won't give you cany audio as VGA doesn't carry audio and may not even work with your box/TV. Unfortunately not all analogue standards are made equal and VGA to SCART or vice-versa doesn't always work.
