Limiting internet speed for entire system

I was wondering if I can limit download speed for entire system - meaning apps like chrome downloader, idm, updates etc. I do set IDM speed limit but then I want other apps / system to limit as well.

There might be a setting for this on your router, specific to each device connected to it.

TrafficShaperXP named software can do that.
