How to free up space on iPod/iPhone?

To be specific, whenever my iPod is almost completely full, iOS will do a cache clear (At least I think that's what it's doing. (It says "cleaning" under each app at a time)). It has freed up gigs of space doing this.  Is there a way to tell it to do this whenever I want?

With iOS7 you cant(I am using a iPhone 4 on 7.1.2). Maybe iOS 8 has this functionality, but I doubt it since its Apple(and being able to clear cache is too much power for the user, lol).
