Paint.net making text glow white

i'm trying to make text glow white on the program i'm using linky but i can only get it to glow with the glow being black how can i change it and can the one's who have used the program answer

In Photoshop what I would do would be dupe the layer than go to effects > Gaussian blur.

In Photoshop what I would do would be dupe the layer than go to effects > Gaussian blur.

Outer glow would be... significantly more simple.
