Put enermax fans in the exhaust. Put noctua and stock fan infront- intake.

Enermax fan have led, so it will illuminate build a little, you can see i went for black theme.

$1000 USD.  No case or mobo size restrictions  Focus more on GPU but don't want CPU bottleneck either.   I have a two 1TB HDD already.  I would need OS.  I already have a display 2560x1400 asus pb278q.  

 

only restriction would be quality over quantity.  i.e.  no shit products to make it within budget.

600-800 dollars need ssd atleast 240gb  do no need case. gpu optional have 560ti i could use
