1. Budget & Location
$1500 (CAD) max 
2. Aim

Everyday use, browsing the web, watching streams/HD videos, gaming (casual) ~ using medium-high settings. 

The primary game I play is "World of Tanks" - I would like to use max settings with effects. 

Other than that I don't play or have any other game on the PC. But I am planning to buy quite a few. (I'm far from behind in games)

Some of them are: Call of Duty, Need for speed, GTA, Assassins creed, Battlefield, FIFA, Civ

I would like to play them in medium settings, and possibly high for some. 

3. Monitors

How many monitors do you plan on running? Do you plan on moving to more monitors in the future? What resolution are they at too?

One monitors for now. It's possible for me to use two monitors in the future (3-5 years from now) but I might just switch to ultra-wide. For the one monitor I will be using 1920x1080. 
4. Peripherals
Do you also need to purchase peripherals such as keyboards and mice as well as monitors ect. Also please tell us if you'll need an OS such as Windows.

Yes but the budget listed is for the computer hardware, OS and monitor. Keyboard, mice, software (anti-virus), and other things are separate, so don't worry about them.

5. Why are you upgrading?

The current PC I'm using is an HP laptop that is meant for everyday use, not so much gaming (even though I still do). It's 3 years old and it's starting to drop in performance, I just don't want to use it as my main computer anymore.

 

I already gathered the opinions from my friends, and switch some stuff around. So what do you think about this build? (Please give a reasoning if all possible)

The one thing I am unsure about is the Mobo, also I might bump the RAM to 8GB (2x4GB). (Is 4GB enough?)

 

Should I get static fans for bottom and front intake? (Fractal Design Define R4) 

 

Overall silence is important, not planning to overclock.

Well, if you are wanting to game the minimum I would say would be 8GB and the motherboard should be fine.

This is somewhat more price effective. And allows for comfortable SLI or Crossfire in the future.

If this is for gaming, you don't need an i7. You can use the savings to bump up the GPU to something a big more punchy.

I would say R9 290, the difference in price between the top 4 Nvidia cards and the R9 290x both is so large in most instances that to ignore such could be constituted as having some form of retardation. One would need to seriously consider the reason for ignoring it for something more expensive, but not all that much better.
