best GPU based on budget

I was hoping to find a Graphics card that is Under 400$ worth it and can run games high to ultra settings till the next 5 or 6 years. I'm just changing from console to PC so I don't know any of these stuff, which comes to mind.  A GPU that is the best for overclocking.

at that price, a 970 will be great. in 5 years, the GPU will not be able to run games at ultra(no GPU of today will) because games keep pushing the envelope, BUT in 5 years whatever it can handle will look as good or better than the Ultra of today.

Yes, pretty much any GPU over 80 bucks will perform better than a console.

a gtx 970 is only one part of a pc but yes it will trounce a consoles graphics performance and fidelity
