Does the PS3 have built in streaming?

You can't

maybe you can get it to play through your computer screen and have your computer record it don't know if its possible tho

I don't think that is possible. Even filming the monitor demands a camera. 

You would need a capture card to record your PS3 and have it look somewhat decent.

you need a capture card and an hdmi splitter if it uses a encrypted connection

no only ps4 allows for direct twitch streaming

You need something like a roxio game capure, elgato hd, live gamer portable, etc etc etc or a capture card inside your PC

 

Or a digital camera...

 

There is no other way to do it

If the PS3 has built in streaming, you could set up a janky screen capture of your twitch stream, however, I wouldn't expect stellar... or at bare minimum, acceptable quality.

I'm out of the loop when it comes to capture cards, however I know the AVerMedia Game Capture series are popular right now.

with a caPture card there is software that lets you download on your pc via usb

and no it wont be very good, but if you already have a camera its a free way to do it
