using windows 8 will get you as much as a 12 fps boost in some games

I was halfway done with a partspicker build but @Faceman nailed it... R9 280/280X>GTX 760, i5>FX, Z97>AM3+. pickup Win 8.1 from g2a if they have any available. Job done.
