Monitor for 200$

Hello i would like to buy a new monitor for around 200$ (160€) 

i would like a monitor with deep blacks and nice colors with a nice design

and please recommend to get a 21,5 22 23 or 24 inch monitor i sit about a 55 cm(21 inch) 

maybe more away because i have a fat monitor like the old TV-s were

away from the monitor and i would like to know if to you prefer a glossy monitor or matte
