How hard would it be to paint this case fan's "fan"?

The only issue with painting them would be potential for paint to get into the motor and mess it up, and the fact that paint will not be applied perfectly can cause unbalance in the blades which can lead to vibration and added noise. Although, personally if you mask the motor fine, I wouldn't worry too much about the balance issue. Just be patient and try to be uniform and it should be fine.

As easy as buying four Arctic F12s, since they are available from NCIX for ~$3.50.

As for painting the fans, you would have to get even coverage on the blades to prevent rattling and thin coats to prevent the ends of the blades rubbing on the housing. And the blades may have to come out, which can break (but may not always break) the fan.

It possible, just make sure it is an even thin coat, so that you don't upset the balance. Also make sure you don't get paint on the motor or bearings.

 

By the way, its called an impeller, or fan blades :P
