Help! windows lagging

Hi i recently had problems with my pc and had to re install windows but once i did this i have been running in to a problem.

windows seam to be lagging or have a visual bug when im pulling windows around or snap them. this is a real issue and i would love it if someone could help me with it cause i have no clue anymore what to do.

 

cpu>  i7 2600k

gpu 2 7970 (in crossfire)

16 gb of ram

750w psu

 

250gb ssd samsung 840 (os on this)

 

hhd wd  1tb

 

 

PLEASE IF YOU KNOW HOW TO FIX DONE HESITATE TO HELP.

What's your CPU/GPU usage at? 

Specs: CPU: AMD FX 6300 Motherboard: Gigabyte 970A DS3P RAM: HyperX Fury 16GB 1866MHz GPU: MSI R9 270 OC edition Case: Sharkoon VS3-S SSD: Samsung 840 EVO 120GB HDD: 1TB Caviar Blue PSU: Corsair CX500W

how do i check?

GPU: right click the desktop, Select AMD Catalyst control, Performance, then graphics overdrive, and it should tell you.

CPU: Ctrl+Alt+Del, Start task manager, then performance

well it says cpu usage *atm* between 5 and 15 % 

ram 4.9 gb in use of 16 gb 

Gpu in control cataclyst it says atm that its on 300mhz *(gpu clock) and memory clock at 150Mhz temp 40 Celsius  fan speed 29%

yeah i have tried to update everything and in computer, manage, everything is up to date it says

-> What is your CPU usage?

-> Remove your crossfire, does that help? If not, swamp cards, does that solve it?

-> Is the problem occurs after your turn off the computer for a while, and turned it on ?

-> How is performance in games?

- Did you try uninstalling the graphics drivers, restart the system, and install the latest version?

played shadow of mordor before for a quick bit on ultra (vsync was off) without any lag
