Hi! What will happen if my GPU get enough wattage but less amp. 
For eg. a GTX 650 needs lets say 400W and 20amps, but my PSU is of 450watt but gives 15 amps in its 12V rail, what will be the result?

Are you sure there is not multiple 12v rails? A gtx 650 won't need remotely that much wattage even pushing it balls to the wall.

400W and 20 Amps? That is a contradiction in and of itself. 20* = 240W so 20A will NEVER supply 400W in a pc.

 

As long as the 12V rail is stable enough around 12V (-/+ 5%) then the amperage will adjust according to what the GPU needs

 

Also a 450W PSU that can only supply 15*12 = 180W on the 12V rail is an indication of a really CRAP PSU. I suggest getting a new one. CX500M, CS550M, Seasonic X-550 or EVGA NEX 500W are good options.

Depends on the brand. gtx 650 needs a minimum of 20A but that doesn't mean you cheap out on PSU..If a good power supply is pushed to it's limits (OCP) Overcurrent protection will kick in and shut it off.

I meant, it requires minimum of 400w and 20amp in its 12V rail.

EXAMPLE!!! C'mon, I am not saying its THE REALITY!!!! All i am saying, what happens if a case like this appears, where the Nvidia states that (EXAMPLEEE) A GPU needs 20amp and a minimum of 400W PSU is req. and (SUPPOSE) I have a crappy 450W PSU which has single 12V rail, and gives 15AMPS... What will be the result?
