Can you clarify some details? Are you trying to burn the Windows 8.1 ISO to a DVD that is then bootable?

If so, I'd recommend two options:

1st: As everyone has already mentioned. ImgBurn - http://imgburn.com/index.php?act=download

This program is seriously awesome. Best ISO burning/creating software I've used. You can also use it to backup important discs like your retail software (Windows discs, etc), which will create ISO files for a disc (Doesn't work on encrypted content like DVD's or Blu-rays without something like AnyDVD).

2nd: Windows 7 USB DVD Download Tool - http://wudt.codeplex.com/ (Click the big purple download button)

This is the official utility from Microsoft, and it's actually a pretty damn good utility. You must already have the ISO, but it will allow you to easily burn it onto a DVD, or create a bootable USB Stick. It works with Windows install ISO's (I've personally tested it with Windows XP, Windows 7, Windows 8/8.1, and Windows 10 Technical Preview).

FYI is there a reason why you want to burn it to a DVD rather then use a USB? Older PC/motherboard?

I've never installed a os using a usb stick before that's why i wanted to burn it to a cd, However i  realized i only have one dvd reader and it's in another computer at the moment so i think i'll actually try my hand at a usb.

What motherboard is the computer using that you will be installing Windows on?

Assuming its at least Z68 or newer (Sandy Bridge - and realistically even older boards down to Core 2 Duo should support USB Boot), then you'll have no issues.

That Microsoft Tool that I linked you to, the "Windows 7 USB DVD Download Tool" is ridiculously easy to use and only takes maybe 20-30 minutes to create the USB (tops). Faster if you have a faster (and/or USB 3.0) USB stick.

To boot onto the USB stick once it's created, you'll want to plug the USB stick in, shut the target PC off, then turn it on and hit your "Boot Menu" key. This key is different for each type/brand of motherboard, but often is F12 or ESC. If you can't figure out which key is the Boot Menu, then I recommend going into the BIOS (Often F2 or DEL), and changing the boot order so that USB is first.

You MAY see a prompt (Something that basically says "press any key to boot from USB"). Some motherboards do this, and some just boot straight to the USB stick.
