Multiple HDD, not entering standby

My spec:

MSI z97 gaming 7

win 8.1

I have three hdd on my pc, of which I only use the operating system drive frequently, so I set the turn off hdd after 15 minutes in power manager but strangely the hdd does not turn off at all and keep functioning, I know this by observing the temperature of the hdd. I am not using the hdd , so technically it should turn off ... any idea why? it used to turn off with windows 7.

Also I used a software called drive power manager through which I can manually put the drive to standby, is there any risk involved>?

Not really. If you have software or maybe pagefile there, then it would be problematic. Also if it contains files that are used by other software, then those wouldn't work. But other than those, like its just for storing media files, its ok to shut it while not in use.
