I currently have a EVGA 770 and was looking for an upgrade. Would it be better just to buy a second 770 or sell my current one and get a 780 TI?

You would be better off getting another GTX 770. It would perform a little better and be a cheaper option.

I wouldn't sell your current card. Depending on how much money you have, you have 2 options: Save up some more and buy a 900 series card, or buy a second GTX 770. I, personally, would buy a second card.
