Can you change the region lock on a PS2 game iso?

I see that you can change the region on wii games to play them on unmodded consoles, but can the same be done to a playstation 2 iso? 

I'm wanting to play The Gregory Horror Show, but it's PAL and JAP only, getting the game plus a console to play it payed and shipped here would cost +$100, and the iso doesn't work with emulators for some reason.

People with pal consoles have been able to burn and play the game on their native consoles.

Are you using the right BIOS?

Are you using the right BIOS? 

I downloaded a multi-pack of bios'. None worked. I've played other PAL and JP games, so they do work.

I also looked it up and it, for some inexplicable reason, cannot run on pcsx2. It's one of the few games that only gives a black screen.
