Wich soundcard should i get?

Its for my mix amp from my astro a40s i want them to run true optical sooo,

 

any options? budget around 60-100 euro's,

 

motherboard is a msi gaming 5

You won't get any improvement or a very little over your on board. It's not really worth the investment

what is true optical?

 

assuming true optical is a legitimate thing, it won't do anything for an A40.

 sound cards are pretty worthless compared to onboard audio until you hit the very high priced stuff for professional use.

You should be fine with USB. The main advantage of optical is galvanic isolation; you are not gonna get that with this setup though since the unit is USB-powered (unless you get a USB power source).
