Air cooling will suffice unless you are overclocking or you want to have a stunning build.

Both liquid and air cooling uses fans, FYI ;)

Liquid cooling is more powerful than air cooling, especially when you get into custom loops. AIOs are also pretty good at cooling, although high-end air coolers like the Noctua NH-D15 or the BeQuiet Dark Rock Pro 3 can mostly match their performance. All in all I'd say that liquid cooling is more for enthusiasts and overclockers as it is much more complicated and has more possible points of failure than air cooling does. Air cooling is more reliable and much less complicated. It is also cheaper.

You can easily drop over $500 on a custom loop, while even the best air coolers are mostly below $100 and as previously stated, can match the performance of an AIO such as the Corsair H100i.
