upscaling vs native content

Is upscaling content the same or worse as just watching native resolution content?

If worse, explain how

Worse. Downscaling can be better though.

720p original content to 1080P is upscaling

1080p to 720P screen is downscaling

How is upscaling worse?

 

You're taking a smaller image and stretching it across a bigger area. There are some interpolation algorithms that try to fix the damage but they're never going to recreate all of the missing data that would be present by just using the full resolution image to start with.
